These dense reports were primarily produced as resources for elected officials and other professionals (usually non-profits) interested in the topics, but needed to be as accessible as possible to the press and the general public on a very limited budget. The covers were designed to provide a consistent “look” for the client’s future use, and the interiors made extensive use of pull quotes, photographs, and clear charts and graphs to invite casual readers into the text.
