Thanks to the housing crisis, the Santa Rosa City Council majority put a rent control measure on the ballot in a special election. This was the fourth piece of mail, and was largely positive to put a face on the lack of affordable housing. The Yes on C campaign successfully raised enough money to send 5 pieces of mail, but were outspent 5-1 by their opponents. Measure C failed, losing by 781 votes out of 33545 votes cast.
